Former Vice-President Atiku Abubakar has challenged President Bola Tinubu’s administration to explain how the Nigerian National Petroleum Company (NNPC) Limited accounted for its ₦11.2 trillion receivables from the Federation.
Atiku specifically demanded details of payments made for pipeline security, contractors engaged by the national oil company and the projects carried out with the funds.
Naija News reports that the 2027 African Democratic Congress (ADC) presidential candidate also called for the publication of relevant contracts, payment records, bidding processes and project outcomes to allow Nigerians to scrutinize the spending.
Atiku made the demands in a statement issued on Sunday by the Director of Strategic Communication of the ADC Presidential Campaign Council, Phrank Shaibu.
He questioned how much of the ₦11.2 trillion went into pipeline surveillance, the companies and individuals who received the payments, and the results achieved from the expenditure.
According to him, NNPC’s 2024 accounts recorded about ₦17.5 trillion in different claims against the Federation, including petrol under-recovery and other receivables linked to advances and asset protection.
He noted that the company’s 2025 accounts also showed approximately ₦11.2 trillion in other receivables from the Federation.
Atiku, however, argued that the figures did not clearly show the amount specifically spent on protecting oil and gas pipelines.
He said Nigerians deserved a detailed breakdown of the expenditure, particularly when compared with the approximately ₦3.1 trillion allocated to the Ministry of Defence in the 2025 budget.
The former vice-president also raised questions about the contractual arrangements involving companies handling major infrastructure and pipeline security projects.
He specifically mentioned the pipeline surveillance contract awarded to Tantita Security Services Nigeria Limited and the Lagos-Calabar Coastal Highway project awarded to a company linked to the Chagoury family.
Atiku urged the government to make public the contract documents, bidding procedures, evaluation reports and payment records associated with the projects.
He further demanded clarification on any financial or material support provided by government contractors to Tinubu’s re-election activities.
The ADC candidate argued that Nigerians needed to know whether there were connections between public contracts and political campaign financing.
He maintained that transparency in public spending was important, especially amid the country’s security challenges, economic hardship and concerns over the management of government resources.
Atiku also criticized Tinubu’s economic policies, calling for urgent steps to reduce the cost of living, improve electricity supply and strengthen security across the country.
He faulted the President’s recent comments about enjoying his stay in Europe, arguing that such remarks did not reflect the daily struggles of many Nigerians.
The former vice-president, who is seeking to succeed Tinubu in 2027, said his administration would prioritize policies aimed at making life more affordable for Nigerians.
