Documents Shows How Accountant-General Posted Officials To Controversy Presidential Agency
Official documents have shown that the Office of the Accountant-General of the Federation (AGF) approved the redeployment of some federal workers to the controversial Presidential Foreign Intervention Promotion Council in 2025.
According to People Gazette, the documents emerged amid controversy over the Federal Government’s insistence that the PFIPC does not exist and that its self-styled Director-General, Adeniyi Adeyemi, was never appointed by President Bola Tinubu’s administration.
A circular dated August 28, 2025, and signed by the Director of Administration at the OAGF, Dauda Abdulhamid, showed that some treasury officers from the Federal Ministry of Foreign Affairs and other ministries, departments and agencies were posted to the disputed council.
The circular was addressed to permanent secretaries and heads of key federal institutions, including the Office of the Secretary to the Government of the Federation.
According to the document, the postings were intended to strengthen service delivery.
Affected officers were directed to submit their assumption-of-duty certificates to the Office of the Accountant-General on or before September 11, 2025.
The OAGF also warned that failure to comply with the posting directive would attract sanctions under the Public Service Rules.
“I am further directed to reiterate that all officers are to note that failure to comply with this posting instruction shall be treated in accordance with the provisions of the Public Service Rules PSR 020602 (iv),” Abdulhamid wrote.
The documents showed that Omeh Amarachukwu Henry, a Principal Auditor on Grade Level 12, was posted from the Federal Ministry of Foreign Affairs to the audit unit of the Office of the Director-General, Presidential Economic Advisory Council, specifically the PFIPC.
Also redeployed from the foreign affairs ministry to the PFIPC accounts unit were Wakili Saidu Lampo, a Senior Auditor on Grade Level 10, and Ojo Akinpelu Victor, an Accounts Officer on Grade Level 13.
The spokesperson for the Office of the Accountant-General of the Federation, Bawa Salihu Mokwa, could not be immediately reached for comments.
The Chief of Staff to the President, Femi Gbajabiamila, had denied that the PFIPC existed under the Tinubu administration.
The Presidency also maintained that Adeyemi was never appointed to head the council.
Adeyemi, however, alleged at a press conference that Gbajabiamila collected ₦400 million through a proxy and demanded an additional ₦200 million to secure his appointment.
He also questioned how the PFIPC allegedly appeared on pages 50 and 51 of the 2026 Appropriation Act and secured office space at the Federal Secretariat if the agency did not exist.
The Federal Government has maintained that the council is fictitious and described Adeyemi as an impostor.
However, the emergence of documents indicating that federal officers were posted to the PFIPC has triggered fresh questions over the government’s position on the controversial agency.
