Fresh Document Links FG To ‘Non-existent’ Presidential Council With 300-job Approval
Fresh documents have revealed that the Federal Government granted a recruitment waiver to the Presidential Foreign Intervention Promotion Council (PFIPC) to employ 300 workers in August 2025, months before the Presidency disowned the agency and accused its alleged Director-General, Prince Adeniyi Adeyemi, of forgery and impersonation.
The approval, conveyed in a letter dated August 7, 2025, was signed by the Director of Organisation Design and Development in the Office of the Head of the Civil Service of the Federation, Mimi Abu.
The waiver was issued because of the Federal Government’s embargo on general recruitment into the civil service.
According to the document, the approval was copied to the Office of the Secretary to the Government of the Federation (SGF).
The Cable reports that the approval authorised the council to recruit 300 personnel across several cadres.
The positions included 10 directors on Grade Level 17, 20 assistant directors on Grade Level 15 and 44 administrative officers spread across different grade levels.
Other approved positions comprised 45 planning officers, six statisticians, 32 commercial officers, 22 investment promotion officers, 26 accountants, 10 legal officers, 13 procurement officers, 11 programme analysts, 12 information officers, nine executive officers (Accounts), nine executive officers (General Duties), five data processing officers, three confidential secretaries, six technical officers, seven data processing assistants and 10 motor drivers and mechanics.
“This approval is based on and limited to the 2025 Approved Establishment position of the Agency, which covers the proposed recruitment,” the letter stated.
The Office of the Head of the Civil Service directed the council to obtain clearance from the Budget Office of the Federation before commencing recruitment, comply with the Federal Character principle and reserve five per cent of the vacancies for persons living with disabilities.
The letter also warned that the approved number of vacancies must not be exceeded and directed that officials of the Head of Service’s office should monitor the recruitment exercise.
Twenty-four hours after the waiver was issued, Adeyemi publicly thanked President Bola Tinubu for approving the recruitment.
In a message shared on social media, he wrote: “Mr. President, we are growing because you believe in us.”
He also announced that the council had secured approval to establish offices in all 36 states and the Federal Capital Territory, as well as plans to roll out 127 offices across the world.
“The visionary support strengthens our resolve to champion Nigerian enterprise and attract foreign direct investments across every border,” he stated.
The latest disclosure comes amid an ongoing controversy surrounding the Presidential Foreign Intervention Promotion Council.
The Presidency has maintained that the council does not exist and has accused Adeyemi of forging appointment letters and other official documents to present himself as the agency’s Director-General.
The Federal Government has already filed criminal charges against Adeyemi over alleged conspiracy, forgery, impersonation and the use of forged presidential documents.
