So far, 71 deaths have been confirmed, the governorate said in a statement early this afternoon. The authorities spoke of “almost a war situation”, with the mobilization of several hundred rescuers.

The situation has turned the city’s streets into rivers with floodwaters flowing into homes.

Within hours, a typhoon and heavy rainfall swept through the city of Petropolis in the state of Rio de Janeiro.

The mayor of Petropolis declared a state of emergency and about 200 soldiers were among those working to rescue the victims.

Neighbouring Brazilian states have sent road construction trucks to evacuate buildings and rubble.
