US and France Condemn Rwanda for Supporting M23 Rebels in Congo

The United States has voiced strong disapproval of Rwanda’s purported backing of the armed M23 group in eastern Congo, underscoring the dire humanitarian consequences of the rebellion. This condemnation aligns with accusations from the Democratic Republic of Congo (DRC) and a chorus of international concern, including from France and the United Nations, regarding Rwanda’s involvement in exacerbating conflict in the region.

A United Nations Group of Experts revealed “solid evidence” of Rwandan troops collaborating with M23 rebels, including joint military operations and support with weapons and uniforms, intensifying the conflict in Congo’s Rutshuru territory. Despite Rwanda’s denial of these accusations, the findings underscore the complexity of the crisis rooted in the aftermath of the 1994 Rwandan genocide and the longstanding regional tensions it ignited.

The M23’s resurgence has led to significant territorial gains and escalating violence, with reports of massacres and widespread displacement, adding pressure on Rwanda from the international community to cease its support. France has explicitly condemned Rwanda’s actions and, alongside the U.S., urged for a cessation of hostilities and a return to peace negotiations through the Luanda and Nairobi processes.
